They will charge what they want, when they want - and their service is terrible. I've been on both sides of the coin with paypal first as a consumer and then as a business. For larger projects, sometimes we will accept a deposit by paypal so we dont have to wait for the check. As for them taking $1.00 out for no reason, that I can't say but I wouldn't put it past them for doing so because you called into Customer Service.
